The ACT Government’s Reforms to Boost Canberra’s Night-Time Economy
The ACT Government has recently introduced a series of reforms aimed at enhancing Canberra’s night-time economy. These changes are designed to foster a more vibrant artistic and cultural scene in the city, while also encouraging local businesses to take a more active role in shaping the nightlife landscape.
Key Reforms Implemented
- Interim Liquor Licenses: New businesses can now trade under an interim liquor license to expedite the process of starting operations. This provision is particularly beneficial in cases where there is a delay in issuing the license due to premises suitability considerations.
- Reduced License Fees: Venues with an occupancy of 150 people or less, which showcase artists, musicians, and other cultural activities, have seen an 80% reduction in license fees. This move aims to support businesses that contribute to Canberra’s artistic expression.
- Extended Trading Hours for Special Events: Businesses now have the flexibility to extend their trading hours for one-off special events. This includes occasions like sports finals or holiday celebrations, where the Head of Access Canberra declares a special event.
- Free Authorizations for Temporary Extensions: To streamline the process of temporarily extending trading hours or amending floor plans, businesses are provided with 10 free authorizations. This eliminates the need for licensees to incur additional costs or move to a higher fee category.
Prior Reforms
- Smaller licensed restaurants and cafés can now trade until 2 am.
- Liquor licensing fees have been reduced for smaller establishments, including restaurants, cafés, bars, and general licenses.
- General licensed businesses no longer require separate areas for on-premises and off-premises liquor consumption.
Local businesses like Herbert’s, a small eatery in Evatt, have welcomed these reforms, noting the positive impact on their operations. Co-owners Kirstin and Dino Martiniello expressed their excitement, particularly highlighting the support for local venues hosting artists and musicians.
Future Plans and Support
The ACT Government remains committed to engaging with businesses and the community on noise settings within the City Centre Entertainment Precinct. Plans are in place to review the management of noise complaints, with consultations set to kick off soon.
Access Canberra’s Event Coordination and Business Assist Team stands ready to help businesses navigate the opportunities and flexibility provided by the ACT legislation. Tailored support is available to address individual business needs, ensuring a smooth transition to the new regulatory framework.
